October 26, 2004 This meeting was full of a lot of discussion about our future. We did vote to adopt Guild Wars and World of Warcraft as primary games. The vote was 6-0, with 1 vote abstaining.

July 7, 2004 Vote to break from the ULGD - passed, 8-0

Vote to have 2 primary games - passed, 8-0

Vote to make NWN secondary - passed, 5-2, with one abstain

We decided to wait to change Diablo's status until we decide on the new games to adopt. That discussion is to begin in the HC Chambers. I also made the announcement that I am removing Wulfgyr Lampetides from the position of Imperial Advisor. He has been gone a very long time, and while I know the cause of it, I also know him well enough to know that he would not want to remain in a position for which he could not fulfill the duties. There were a few other miscellaneous items discussed which are not listend here, but are in the meeting log.


June 24, 2004 Finalize who can post where on the forums: Vote: Passed 7-0

Motion that was brought to vote: The Three will compile a list of visitors that have permission to post on the main forum, with input from the other Mods, which will be updated on a continual basis, based on case by case situations.

Gaming proposal -- No motion for vote called, continuation of discussion will be held in the High Council Chambers.

Additional gaming proposal, Gaming Commitee -- Sir Rahama and His Eminence Korran Horn will provide further information reguarding this after we work out some details.

Adoption of leaders for our RP and Gaming Issues -- Also decided to move this topic to the HC Chambers for further discussion.


June 15, 2004 Seconary Game proposal -- passed 6-0

In order for a game to be adopted as secondary, a petition must be presented to the High Council with the signatures of ten members of Draconia. A maximum of five secondary games may be active at any time. The High Council may remove a secondary game if it becomes inactive by a majority High Council vote.

Award/Medal Changes - voted individually

Medal of Investiture -- passed 6-0
The Medal of Investiture should be awarded by the Guardian Captain(s) to a Guardian they feel has gone above and beyond the call of duty in teaching squires.

Time-based Laurels -- passed 7-0
We propose to remove laurels awarded for length of roleplaying time.

We vote to open discussion for more roleplaying-based laurels and seek the counsel of the druids. -- passed 7-0

Medal of Teaching -- motion passes, 6-0
This is imparted by any of the Three to one who has taught many initiates the intricacies of the Empire by word or deed. The commitment of this individual to sacrificing his or her time helping others is a credit to honor and dedication.

ULGD/Alliances -- motion passes, 6-0
His Majesty and His Highness are gathering information about the guilds that make up the ULGD at this time to determine if we are benefitting fromt his alliance. We will continue to gather intelligence, and decide in one month if we have enough to make a decision on remaining or leaving.


June 2, 2004 His Majesty Porthos Malumos talks about the future, and we talk about him.

I could not make all of this meeting due to a power outtage, so the logs are partially from me, partially from Sir Rasconza Nagru Delacroix, and partially from His Grace Shadocat Dubis-Aodaich. My thanks to them for providing me with the full meeting logs.

May 18, 2004 Various motions relating to Imperial and Praetorial elections this summer.

May 5 2004 His Grace Kalin Reynard updated us on the ULGD. He will circulate the new ULGD game names and passwords to the HC as soon as they are confirmed.

We voted to permanently adopt the option for members to be known as citizens instead of knights if they please.

We decided to go over the current award system with a fine-toothed comb, and decide what changes need to be made. We also noted the general feeling that medals are awarded entirely too infrequently.

A motion was made to remove me from the HC for lack of seriousness, though it was quickly withdrawn.

His Eminence solicited opinions on his performance as Praetor.

Summary of discussions/votes:
1: We modified slightly and voted in the new Respect/Title law

2: We decided that we are extending the trial period for the Citizen/Knight members list listing, as there were some unconfirmed requests for the change on the list by members, as well as to see if there will be enough members to request it to merit keeping.


3: Sir Peutazawa gave the Council an update on the channel bot. Keep up the good work folks.

4: Still discussing our personal opinions on the ULGD. This is a major choice we as your High Council will make, so we are trying to find the right answer for us all.


Mar 10 2004 We all stated our opinions as to what Draconia is, in this day and age. We also passed two pieces of legislation. The first was that all knights may deem themselves as "citizens" if they see fit to do so. The second was that Sir Peutazawa Ioutex has been appointed head of the comittee to find a bot for our Diablo II channel. We hope that he will make progress with such a position.

Feb 17 2004 We discussed the last ULGD amendment at length, and voted to take the discussion to the forums. We also voted to add definitions of primary and secondary games to our laws, and to clarify what's required for membership. Finally, we voted to keep our Warcraft forum, and see how much interest there was in WoW and how many folks make it into the beta before deciding if we'll adopt it as a secondary game.

Jul 03 2003 - Pyros Haldir's proposal for returning members' squireship times has been enacted. You can see it here.

*Please note that the ability of denying membership is no longer made by a council vote, and that it is made by the decision of the Three. Also, the squireship starting date will be determined by the Guardian Captain.*

- Three returning members' squireship periods were voted upon: Talzuz Zarathos and Hadin Gunther (pending a squire application) will have another squireship and Jaxinus Aetrus will not and will be knighted immediately.

- Felicity of DoC will be temporarily banned until representatives of both DE and DoC meet and discuss this issue. After the meeting, it will be decided or not if she will be unbanned.
